NOTICE OF SEQRA PUBLIC SCOPING SESSION

PLEASE TAKE NOTICE that the Town of Monroe Planning Board, as Lead Agency, will be holding a public scoping session to provide an opportunity for public input on the draft Scoping Document for the Monroe Commons project on Thursday, September 10, 2020, at 7:15 p.m. or as soon thereafter as the matter can be heard at Town Hall, 1465 Orange Turnpike, Monroe, New York 10950 and/or via videoconferencing. This document and a complete copy of the application is available on the Town of Monroe’s website at https://www.monroeny.org/index.php/document-center/planning-board-projects-1. The applicant (Monroe Nininger, LLC) is proposing to construct a 4-story, 400,646 sq. ft. mixed-use commercial building with retail, office space and a 39-room hotel and associated parking on a parcel containing 18.20+/- acres, known as Section 2, Block 1, Lot 10 on the Town tax maps. The property is located with frontage along Nininger Road (County Route 64) within the Town of Monroe in Orange County, New York. The property is located in the Heavy Industry (HI) Zoning District. The Proposed Action includes a zoning amendment to increase the maximum height permitted in the HI Zoning District to 50 ft, in addition to site plan and special permit approval and possibly an area variance for lot coverage. The Planning Board has declared this to be a Type I action under the State Environmental Quality Review Act (“SEQRA”), and has required that the applicant prepare an Environmental Impact Statement (“EIS”) to address potential environmental impacts of the project. Involved and Interested Agencies, residents and other members of the public are invited to participate in providing input on the scoping document. This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 (SEQRA) of the Environmental Conservation Law.
The Planning Board will hold the public scoping session at Town Hall unless the Governor’s Executive Order 202.1 allowing public meetings to be held remotely by conference call or similar service is extended, in which case the Planning Board may hold the public scoping session via videoconferencing in order to ensure compliance with all applicable social distancing and public assembly limitations. To the extent the public scoping session is held at Town Hall, all persons attending will be required to wear a mask and to have their temperature taken for admission. Please refer to the Town of Monroe’s website (https://www.monroeny.org) for additional information on attending in-person meetings at Town Hall.
To the extent the public scoping session will be held via videoconference, instructions to access the virtual meeting will be made available on the Town of Monroe’s website (https://www.monroeny.org) prior to September 10, 2020. The public shall have an opportunity to see and hear the meeting live and provide comments and a recording of the meeting will subsequently be made available on the Town’s website. Written comments on the draft Scoping Document may also be submitted prior to or at the scoping session.
